UPS & FedEx 2027 Rate Increase: What Poly Mailer Shippers Will Actually Pay

Nov 3, 2026

UPS and FedEx have both published their 2027 general rate increases (GRI). The headline is the same for both carriers: an average of 5.9%. UPS applies its new list rates on December 21, 2026, right in the middle of peak season. FedEx follows on January 4, 2027. If you ship apparel, accessories, books, or small goods in poly mailers and bubble mailers, the average is not your number. The rate cells and surcharges that light, residential packages actually hit are rising faster than 5.9%. Here is what changes, when, and what you can do about it before the first date lands.

UPS and FedEx 2027 rate increase: 5.9% average list rate increase, UPS effective Dec 21, 2026 and FedEx effective Jan 4, 2027, with 1–5 lb Ground rates rising 6.1% and 6.5% for poly mailer and bubble mailer shipments

Key 2027 rate-change dates for small-parcel shippers

Timeline of nine UPS, FedEx and USPS rate-change dates from November 2026 to February 2027, including peak surcharge windows, the UPS GRI on Dec 21 and the FedEx GRI on Jan 4

Date Carrier What changes

Nov 16, 2026 UPS UPS Protected Delivery launches at $10.70 per shipment
Nov 22 – Dec 26, 2026 UPS Peak residential demand surcharge at its highest tier, $0.75 per package
Nov 23 – Dec 27, 2026 FedEx Peak Ground residential / Home Delivery demand surcharge at its highest tier, $0.80 per package
Dec 21, 2026 UPS 2027 GRI takes effect: 5.9% average; Additional Handling minimum billable weight moves from 40 lb to 50 lb; new Surge Fee on Ground and Ground Saver from certain origin ZIPs
Jan 4, 2027 FedEx 2027 GRI takes effect: 5.9% average on package list rates; Delivery Area and Pickup Area Surcharge ZIP lists update
Jan 17, 2027 USPS Temporary holiday package pricing ends
Jan 18, 2027 FedEx Paper Document Fee ($25 per shipment) and Paper Air Waybill Fee ($5 per shipment) begin
Feb 1, 2027 FedEx Zone classification changes for select U.S. origin–destination ZIP pairs

The UPS date matters most. A GRI on December 21 means the last pre-Christmas orders and every January return bill at 2027 rates. FedEx shippers get two more weeks.

Where the increase runs above 5.9%

Light packages and accessorial fees carry more than their share of the increase. For 2027, Parcel Industry reports that UPS Ground rises 5.67% across Zones 2–8, but the 1–5 lb weight breaks rise 6.13%, and accessorial surcharges rise 8.5% to 9.4%. TransImpact puts the average increase on the most-used accessorials at 9.93% and on Additional Handling charges at 8.92%.

FedEx shows a similar shape. Supply Chain Dive, citing Loop's analysis, reports FedEx Ground 1–5 lb rates rising 6.49%, against the 5.9% headline.

FedEx 2026 vs 2027 surcharges

Charge 2026 2027
Residential delivery, U.S. package services $6.95 $7.35
Delivery Area Surcharge, U.S. residential $6.60 $7.00
Delivery Area Surcharge, commercial $4.45 $4.70
Additional Handling, weight-based, Zone 2 $46.00 $49.50
Oversize, Zones 3–4, Home Delivery $275.00 $290.00

FedEx's own rate-change page confirms the 5.9% average and says Ground Economy rates and minimum charges will also rise, but it does not print the amounts. Parcel Industry reports a FedEx Ground minimum of $12.70, the same as UPS.

What this means for a poly mailer shipper

Most mailer shipments weigh between a few ounces and 3 lb and go to a home address. That puts them in the exact cells rising fastest: the 1–5 lb weight breaks, the minimum charge, and the residential surcharge. Run the arithmetic on a one-pound UPS Ground package to a residential address at list rates. In 2026 the minimum charge plus the residential surcharge came to $18.49. In 2027 the same two lines come to $19.80, an increase of 7.1% before fuel and any delivery area surcharge. The 5.9% headline undersells it.

Two other changes deserve attention. First, UPS raises the Additional Handling minimum billable weight from 40 lb to 50 lb on December 21. TransImpact's example: a long, narrow 25 lb box that triggers Additional Handling for exceeding 48 inches will bill at double its weight. Mailers rarely trigger the dimension rules, which is one of their quiet advantages over boxes, but anyone shipping rolled posters, rugs, or long goods should re-measure. Second, UPS adds a Surge Fee on Ground and Ground Saver from certain origin ZIPs on the same date. If your warehouse ZIP is on that list, your effective increase will be higher than any table above shows.

Five moves to make before December 21

1. Re-audit your mailer sizes against the surcharge triggers

Peak demand surcharges and Additional Handling both key off package dimensions, and the thresholds do not move with the GRI. Our 18-inch rule guide walks through the length, girth, and weight lines that turn a cheap shipment into an expensive one. A 14.5x19 or 19x24 poly mailer folded around apparel stays well inside those limits; a shallow box of the same contents often does not.

2. Keep light orders out of boxes

A 2 mil poly mailer adds almost no weight or cube to an order. That keeps the shipment at the actual weight break instead of a dimensional weight, which matters more as the 1–5 lb breaks rise faster than the heavier ones. Our DIM weight guide covers the divisor rules for each carrier.

3. Rate-shop the under-3 lb band against USPS

USPS added temporary holiday pricing on October 4, 2026, and it runs through January 17, 2027. After that date USPS package prices step back down while UPS and FedEx step up. For residential packages under 3 lb in a mailer, re-run your rate comparison in the third week of January rather than assuming last year's winner still wins.

4. Ask what your effective increase is, not the list increase

The GRI applies to list rates. Your contract discounts, minimum-charge discounts, and surcharge waivers determine your real number. Pull your top 20 ZIP-zone-weight combinations and re-rate them at the 2027 tables. If residential and delivery area surcharges are rising 9% and you ship 90% residential, that is the conversation to have with your carrier rep now, not in January.

5. Lock in the input you control

Carrier rates are set for you. Packaging cost is not. Buying poly mailers and bubble mailers by the case, shipped from a warehouse near your fulfillment point, trims both unit cost and inbound freight. JiaroPack ships from four U.S. warehouses in Los Angeles, Houston, New Jersey, and Savannah. FAQ

When does the UPS 2027 rate increase take effect?

December 21, 2026. The average increase is 5.9% on list rates, with Additional Handling, residential, and delivery area surcharges rising roughly 9%.

When does the FedEx 2027 rate increase take effect?

January 4, 2027, at an average of 5.9% on U.S., export, and import package list rates. Paper document fees begin January 18, and select zone changes follow on February 1.

Does the 5.9% apply evenly to light packages?

No. Analysts report UPS Ground 1–5 lb rates rising 6.13% and FedEx Ground 1–5 lb rates rising 6.49%, with accessorial surcharges rising 8.5% to 9.9%. The minimum charge for both carriers moves to $12.70.

Do poly mailers help avoid Additional Handling fees?

Mailers conform to their contents, so they rarely exceed the length, girth, or cube thresholds that trigger Additional Handling on boxes. The fee itself rises about 9% at UPS in 2027, and the minimum billable weight for packages that trigger it moves from 40 lb to 50 lb.

Should I switch carriers because of the GRI?

Not automatically. USPS holiday pricing ends January 17, 2027, so compare rates for your real weight and zone mix after that date. Many mailer shippers find the under-3 lb residential band is where the answer changes.
