The 18-Inch Rule: How to Avoid 2026 Peak Season Surcharges on Poly Mailers & Bubble Mailers

Updated September 16, 2026. Every carrier figure below is taken from the UPS, FedEx and USPS 2026 peak schedules published in July and August 2026, with a link to the original under each table.

UPS starts charging its holiday Additional Handling fee on September 27. FedEx follows on September 28. USPS raises prices on October 4. If you ship in poly mailers or bubble mailers, one number decides how much of that hits you: 18 inches.

Both UPS and FedEx treat a soft-sided package as "additional handling" once it passes 18 inches on its longest side. That fee runs $8.75 to $11.90 per package this season, on top of postage. The holiday fee on a normal residential ground parcel is $0.50 to $0.80. A mailer that is one size too big costs you fifteen times more than a mailer that fits.

The three dates that matter

The order of those columns is the point. At UPS and FedEx, the fees tied to how a package is built start a month before the fees tied to which service you bought. If your outer packaging is the problem, your peak season starts in September.

The fee that costs more than the surcharge

Most coverage of peak season focuses on the residential surcharge, because it applies to everything. It is small. In the worst window, UPS Ground Residential adds $0.75 and FedEx Home Delivery adds $0.80.

Additional Handling is the one to watch. Here is what UPS charges per package in 2026, with FedEx within a few cents:

The trigger that catches mailer users is written into both carriers' service guides. UPS applies the fee to any article "encased in a soft-sided pack (e.g., poly bags and bubble mailers) that exceeds 18 inches along its longest side or 14 inches along its second-longest side or 6 inches in height." FedEx uses 18, 13 and 5 inches. The carrier measures the packed parcel, not the flat bag, so a 14.5x19 mailer folded over a small item can pass. Filled to its shape, it usually doesn't.

Which mailer sizes clear the line

Our two biggest categories sorted against the tighter FedEx limits (18 in long side, 13 in second side):

For poly mailers, everything up to 12x15.5 clears. 14.5x19 and larger cross the long-side limit. For bubble mailers, #000 4x8 through 12x16 clear; 15x20.5 and above do not.

The 12x15.5 poly mailer deserves a specific mention. It holds a folded hoodie, two or three tees, a pair of joggers, or a folded throw, and it sits under the line at both carriers. Sellers who default to 14.5x19 for apparel are often paying the fee on orders that would have fit one size down.

What the orders over the line cost you

Take a store doing 1,200 orders in December: 60% USPS Ground Advantage, 30% UPS Ground Residential, 10% FedEx Home Delivery. The per-package holiday fees across all 1,200 come to about $654. Now say 3% of those orders, 36 parcels, ship in a 19-inch or larger mailer through UPS in the peak window. Those 36 alone cost $428.40 in Additional Handling.

Order mix and the 3% assumption follow a worked example published by ReachShip (Sep 15, 2026); surcharge amounts are the carriers' published figures; the repack and USPS outcomes are our own calculation.

Two fixes, either of which you can do this week:

• Repack the 36 in a 12x15.5 mailer and keep them at UPS. Cost drops to $27.00, the ordinary residential fee.
• Leave them in the big mailer and send them USPS Ground Advantage. USPS has no soft-pack Additional Handling fee. Cost drops to $14.40, the USPS holiday add-on for a light parcel.

USPS does have its own year-round nonstandard fees for parcels over 22 inches on the longest side or over two cubic feet, so a 24x36 mailer stuffed full can still get flagged there. Our guide to USPS parcel size restrictions covers those thresholds.

What USPS is charging

USPS doesn't add a fee. It raises the price of Ground Advantage, Priority Mail, Priority Mail Express and Parcel Select for the window. The increase is a flat dollar amount by weight band and zone, so light parcels barely move. Commercial rates:

A poly mailer weighs under an ounce and a bubble mailer under two, which is why mailers hold orders inside the 0–3 lb band that a box would push out of. Retail counter prices rise more than commercial in every band, so if you're still buying postage at the window, October is the month to stop. This stacks on the 8% USPS fuel-related increase in place since April 26, 2026, which runs through the same January 17 date.

Checklist before September 27

1. Pull your top 50 SKUs and note the packed dimensions, not the bag size. Anything over 18 inches on the longest side goes on a list.
2. For each item on that list, decide: one size down, or USPS. Most apparel goes one size down. Bedding and bulk textiles go USPS.
3. Check the dimensions your shipping software sends the carrier. Surcharges are billed on the carrier's scan, and stale dimensions turn into January adjustments.
4. Reprice flat-rate shipping in checkout before you set holiday promotions. If you charge $5.99 flat, every surcharge comes out of margin.
5. Stock mailers now. The sizes you'll lean on (10x13 and 12x15.5 poly, 6x10 and 8.5x12 bubble) are the same sizes everyone else leans on, and lead times stretch in November.

FAQ

Does the UPS Additional Handling fee apply to every poly mailer?

No. It applies when the packed mailer exceeds 18 inches on the longest side, 14 inches on the second side, or 6 inches in height. Standard sizes up to 12x15.5 stay under all three.

Is the fee charged at the time I buy the label?

Usually not. UPS and FedEx assess it after scanning and measuring the package in their network, so it shows up later as a billing adjustment. That's why checking packed dimensions now matters more than checking the rate quote.

Does USPS charge Additional Handling for poly mailers or bubble mailers?

No. USPS has no soft-pack surcharge. It applies nonstandard fees year-round to parcels over 22 inches long or over two cubic feet, and it raises prices across the board from October 4 to January 17.

Can I fold a large mailer to get under 18 inches?

Carriers measure the packed parcel, so a folded and taped mailer that measures under the limits can pass. It's not reliable at volume, and a loosely wrapped package can trigger the fee on its own. Buying the right size is cheaper than gambling on the scan.

When do rates go back to normal?

UPS on January 16, 2027. FedEx and USPS on January 17, 2027.
